Viekang is a Bhaalspawn thief whose essence affected him in such a way that he could teleport out of places and be struck by lightning at the same time whenever he panicked.
Viekang is first encountered in Vyatri's Pub in Trademeet during the Shadows of Amn campaign, when he detects/recognizes [3] the protagonist as a Bhaalspawn. He'll have an outburst of electrical energy and teleport away almost instantly, without any explanation.
However, if another party member speaks with him, and the Ward isn't in his detection range, a few titbits of info can be gained.

Viekang appears again in the Throne of Bhaal campaign, inside The Tankard Tree in Saradush, where he is now trapped like everyone else in the city, as his "ability to jump has long since vanished." Gorion's Ward is now able to have a conversation with him, and he will explain his condition and how Melissan treated him. A highly intelligent character can redirect his commentary and perhaps assist him with his current dilemma.
In Saradush, he can be intentionally killed, and causing him harm inside the Tankard Tree triggers a response for help, which quickly means that other tavern patrons (such as Volothamp Geddarm and the shopkeeper Pyrgam Aleson) will hear the commotion and, if they are neutral, will turn hostile to the party. It wouldn't be good to do this, as reputation will plummet rapidly if any neutrals are killed and shutter some NPCs permanently, and possibly other quests.
Note that both appearances of the bizarre character are protected against death for plot purposes. If he is attacked in Trademeet by any member of the party (sans the Ward), he'll teleport away immediately.
