Vellin Dahn makes a brief appearance in the Dock of Rejiek Hidesman's tanning shop and home within the Bridge District. Vellin is a mage, and most probably affiliated with the Twisted Rune organization. He makes his getaway by magical means, and - depending on the protagonist's experience points - may summon Rune Assassins and a Bone Golem to delay your party - or even kill you. This is part of the "Skinner" Murders side-quest.
Vellin is never prone to being attacked, as the scripting ensures that he is not a viable target. There is no means to strike or cast spells before he vanishes.
