Vax is a criminal found in the Fire Leaf Forest area south of Nashkel at coordinates 1160, 2630. He wants you to hand over all of your money or else face his partner Zal, "the fastest dart thrower that has ever walked the Sword Coast." Zal is, in fact, pretty good with a dart, thanks to Bracers of Archery, so target him first.
