Talk to Officer Vai in the Jovial Juggler. Chloe may have given you a hint.
She will buy any Bandit Scalp from you at a fixed price of 50 
each. Once you've raided the Bandit Camp and started Chapter Four, she will stay around until you initiate a dialogue without any bandit scalps in your party's inventory. This sends her off to the city, completes the quest, and grants you the reputation reward.
Note: If you fail to speak with her before advancing to Chapter Four, she will not be found in the Jovial Juggler.
Baldur's Gate and Tales of the Sword Coast[]
In the original game and the TotSC expansion, Officer Vai also buys rare animal parts at full price and without deprecation. You must have a least one Bandit Scalp in Inventory to open the Buy/Sell screen to sell her other parts. This is no longer possible in the enhanced edition.
