Tunic of Blindeye is a robe (or rather a tunic), without any armor class or saving throw bonuses. Instead it increases movement rate by 2, provides +25% magic damage resistance and allows the user to cast Wildzone, an ability that creates a 15' radius area (duration: 10 rounds) where any creature must save vs spell every round or have their spells cause Wild Surges for the next 7 seconds (ie a full round + 1 second).
The Wildzone ability is considered nonmagical, therefore, it bypasses magic resistance and its effects can't be dispelled. Plus, despite the fact most Conjurers can't wear this item, it is considered a Conjuration, so a Conjurer dualed to Thief who wears this tunic via Use Any Item inflicts a penalty of 2 to saves against it.
