He is only encountered if Gorion's Ward is of Evil Alignment, during the cut-scene with the "Eyeless Prophet" Gaal upon first entering the Temple District; otherwise, the protagonist will either encounter High Watcher Oisig of Helm as a Neutral Ward, or High Mornmaster Arval of Lathander as a Good Ward.
