Stiletto of Demarchess is an enchanted dagger +2.
This item appears in Shadows of Amn and the Enhanced Edition. It is found in The Planar Sphere, where one of the cannibalistic halflings named Necre drops the weapon when killed.
Note that the player's game difficulty setting determines if Necre even appears at all in the Planar Sphere. On easier difficulty settings, Necre isn't available, and if not, then all his gear and this item aren't available either.

Most who take up the trade of murder for hire do so for reasons other than personal pleasure, but not so the Lady Demarche. She took special pleasure in the torture of her targets...which is why she made this dagger. With but one touch of its polished blade an opponent was rendered immobile, incapable of so much as screaming, yet the victim could watch and feel all that happened to them. While her opponent was thus held, the Lady would slowly bleed them, sometimes taking several hours before allowing her subject to succumb to the final agony of death. The Lady finally fell victim to her own evil; disarmed by a rival and struck by her own Stiletto her fate was soon sealed. |

Gameplay[]
The stiletto is a magical and +2 Enchanted item that strikes for 1d4+2 Piercing damage and provides a 2-point THAC0 bonus - the weapon has a Speed Factor of 0 and reach of 0 as well.
The wielder's Strength attribute can modify the damage and to-hit chances with this dagger.
Each successful hit with the weapon rolls a random d100 percentile, and there is a 20% chance to apply a Paralyze effect on the target.
The struck creature is allowed a Saving throw versus Death to resist it, and if the save is failed the victim is then made immobile and "Held" (and therefore Helpless) for a duration of two rounds.
The status effect can potentially be removed with any applicable Dispel Magic effect, but the actual application of the paralysis can't be blocked by any kind of Spell protections type defense or Magic resistance.
Aquisition[]
This stiletto is equipped and wielded by Necre - the weapon can be recovered by the party from the creature's corpse. If Necre isn't present in the sphere, then obviously this item won't be recoverable either.
