This item allows a 24 Wisdom Cleric (something achievable by the end of the Shadows of Amn part of BG2/BG2EE) to reach 25 Wisdom in the Throne of Bhaal part of BG2/BG2EE, which provides them with an extra level 7 spell slot.
For some players, it might not seem like a good enough reason to equip this on one's head slot, as it doesn't provide protection against critical hits; however, one must remember that, after the spell occupying the extra level 7 slot (the rightmost one in the Enhanced Edition) is already cast, the item need not stay on during combat and can be freely switched to a helmet for critical hit protection and other potential bonuses.
