This key can only be obtained if Kiser Jhaeri gives it to the Ward, or if recovered from his corpse.
The key is flagged as Unsteable and can't be pick pocketed from him.
Gameplay[]
Kiser will hand this key over to the Ward after certain discussion dialogue elements and actions are performed in the Betrayal at the Gates questline - specifically, killing Errard or Mirnielle Santele after Kiser has made it clear to do so, and a journal entry has been registered.
Another way to get this key is to pick it up after Kiser has been killed as a lootable item.
This key is one of two ways to open a secret wall panel door in Kiser's Home - Cellar area - it can only be used to open the wall panel if the door is actually detected (90% difficulty).
