This "Rusted Amulet" is a quest plot item obtainable only during the Chapter Eight portion of the game. It is a "critical item" and can't be sold.

This item is part of The ghostly apparition side quest here in the Saradush prison area.
Entering the prison and completing the quest is less confusing if the party entered the prison from the Saradush streets, and not from the cellar of the Castle (you basically will find things in backwards order), and won't trigger the ghost first, but last, which is just an odd game design feature, but the game allows the player to enter in the "back way".
The party can find this amulet on its own with no help by exploring. However, the "right way" is to have the Prison Spirit point out its location first and then obtain it. See the gallery screenshots for that.
