Roger the Fence is a Shadow Thieves merchant in Athkatla's Temple District sewers who buys stolen items. He'll have some dialogue with the party, and perhaps a chance to perform a small service for him to earn some extra money.

The Tweaks Anthology mod adds a Potion Case to Roger's inventory, available to buy. In the unmodified game you could buy one from the Watcher's Keep merchant, and that would be the only one in the game until Baldur's Gate II: Throne of Bhaal. With this mod component installed, there is another potion case available from Mrs. Cragmoon as well.
