This weapon does have an undesired effect if it's used, as it has a 20% chance that the Charisma of the wielder is permanently lowered by one point.

The rod weighs 3 lbs. and it has a speed factor of 1. This item appears in Baldur's Gate II: Shadows of Amn and Baldur's Gate II: Enhanced Edition. It is dropped by the lich in the Crooked Crane Inn.

Any creature hit by the rod must make a saving throw vs. spells or flee in terror, fearing the wielder as if he or she were a flesh eating demon from the Abyss. There is a drawback to using this rod however. Each time the rod is used there is a 20% chance that the wielder loses one point of Charisma permanently.''
