Phaere is a female Drow who resides in Ust Natha. She's a member of the Despana house in the city.

The Handmaiden Imrae orders Solaufein and the party to rescue Phaere, captured by the Illithid in the Underdark. The party will later learn that earlier in her life she also had feelings for Solaufein, but Matron Mother Ardulace Despana tortured, punished and indoctrinated her for it. Now Phaere seems to despise him.
She introduces and requires completion of several tasks and quests relevant to the main plot of getting the protagonist and party back to the surface from the Underdark. She also attempts to sleep with male protagonists; this can end some romance actions.
Note that it is very unlikely the party will face Phaere in combat action, as this would most likely end all open quests and make the city of Ust Natha hostile. But it can certainly occur if the player pursues that goal and will have to deal with the consequences.
