In Siege of Dragonspear, a Pearly White Ioun Stone is one of the potential rewards for the quest On the Fence. Waizhab will give Gorion's Ward this ioun stone if they bring her at least three of the items that she seeks.
In Shadows of Amn, a Pearly White Ioun Stone can be found in the Ruined Temple of Amaunator dungeon. It is concealed in some debris in the molten lava pool.
