Nortuary is an official from Selgaunt who can be found on the third floor of the Iron Throne Headquarters. He's seems to be getting the run-around from Rieltar's son Sarevok, and is becoming impatient with being unable to speak with Rieltar.
When Charmed, Nortuary has nothing to say beyond that which is available in the dialogue options.
