Martial Staff is an enchanted quarterstaff +3. It has the same properties as a Quarterstaff +3, except it is more expensive. It deals 1d6 +3 points of crushing damage and it has -3 THAC0 bonus and a speed factor of 1.
It has the looks of Aule's Staff, which appeared in Baldur's Gate and Baldur's Gate: Enhanced Edition, but Aule's Staff does not appear in BG2.

There's no obvious reason for the inflated price, however it does explain why these are preferred over the Quarterstaff +3 for starting equipment in Baldur's Gate II: Throne of Bhaal, since it provides the party with more initial coin.
