This incriminating item is needed in the quest Find Proof of Mae'Var's Treachery and can be found in a locked strongbox in Mae'Var's bedroom on the second floor of the guildhall. Edwin is in possession of the key that's needed to open the container.
After delivering the letter to Renal Bloodscalp and killing Mae'Var, if Gorion's Ward is a thief with no other Stronghold, Bloodscalp will offer the Ward Mae'Var's former position as head of the thieves' guild. Otherwise, The Shadow's Blade is the reward.
