Joluv initially did not appear in the original release of Baldur's Gate II: Shadows of Amn, but was latter added to the game in some of the exclusive Collector's Edition versions of the game. He was later made available as a free-downloadable content. Those who do not own the Collector's edition or Baldur's Gate II: Enhanced Edition might still need to search the Internet for the Joluv add-on.

If you've added the patch to enable him, then he should be standing on the right side of the Coronet, in the center area next to one of the tables. He's almost exactly between where Yoshimo stands, and where Anomen stands. However, he has a tendency to run off if there's combat, and he sometimes never gets back to where he should be. If you really cant find him, just open up the console and type: CLUAConsole:CreateCreature("wmart1") and press enter, and he should appear.

If there's actually an issue with your area file, you'll need to do this in every game. The character, the store, and the dialog are all in the base game, so this method will work regardless of what patches and mods you've applied.
