It can be found on the corpse of the defeated lich Deirex as part of the Intrigue with Jarlaxle questline.
The lich keeps this item in a general inventory slot - and thus is eligible to be pickpocketed. However, killing the lich is needed in order to gain another item, the Lich's Tooth, so there is no real advantage to stealing it before destroying the undead mage.

The Afaaq the Djinni Companion mod will allow this wardstone to access and break the wards of the drow House Arbani, who is allied with House Jae'llat. This is part of a questline introduced by the mod and includes a new map feature added to Ust Natha's Upper Levels. Similar to the battle with House Jae'llat, the House Arbani encounter is a fun and challenging encounter.
