The Il-Khan Soldier is actually a pair of NPC armed human fighters standing together nearby the bar in The Tankard Tree in Saradush - their creature file name implies they are portrayed as "bullies".

Gameplay[]
When visiting the tavern, the party will probably notice that two soldiers are leering at the tavern's main waitress and occasionally trying to get her attention with sexually suggestive catcalls, displayed in text on the player's game screen.
The party can just ignore it, probably just a couple of soldiers blowing off steam and quaffing some ale while off-duty - but the waitress seems visibly distressed about it, although she continues her work.
If a character speaks with the waitress, she immediately says "Why won't those soldiers leave me alone? *sob* They must enjoy torturing us townsfolk."
She's obviously upset at being harassed. If a party member engages either of the soldiers in dialogue - then there are several directions this can go, for instance you can ask them to leave her alone, ask what it would cost to have them leave her be, or decide to bow out and not get involved, or escalate the situation with a threat.
The harassers will take 1,000 gold to leave for the night and go back to their barracks, which if paid will see them leave (with a parting snide remark), or they will become hostile if threatened - but they aren't going anywhere otherwise, no matter how nicely asked, and pretty much feel like they can do as they like in town, as they are Gromnir's soldiers.
So, if the party doesn't mind taking down these soldiers' - then have at it.
When they are defeated (they'll fight back of course) no one seems to be alarmed or loses control/becomes hostile here, so loot the corpses as desired, and someone will clean up the mess after a standard rest period.
