The Githyanki sailor and an allied Captain can be encountered in Ust Natha at the city entrance on the merchant bazaar platform.

A party member can initiate dialogue with either of the githyanki, both are armed and warily look at the party as you near.
These two travelers are temporarily in the city while their astral Spelljammer ship is being repaired.
Dialogue isn't exactly friendly, and the sailor or githyanki captain are not desiring any chit chat or probing questions. His replies to questions clearly lean toward wanting to be left alone, and to speak to his captain instead.
No dialogue options will make the creatures hostile. They aren't looking for trouble.
The party could try to see if a pickpocket attempt would provide some loot.
If the party decides to preemptively attack before or after dialogue, then both giths will defend themselves.
The party should recall warnings from Adalon and the drow Ust Natha entry gate guardian. Adalon was clear that the party should not draw attention to themselves.
The party has free will though, so they may do as they like, and accept the repercussions as they may be if the party attacks in cold blood.
If the city of Ust Natha becomes hostile to the party, the githyanki will immediately move off the area map, never to be found again.
