The First Stone Fragment is found amid the rubble east of Kjarvan and Qing outside of Dragonspear Castle.
If you take this fragment and the other stone fragment to priestess of Tempus Mizhena, she can bless them, which combines both fragments into the Sanctified Shards. The Sanctified Shards are needed for the Foehammer's Blessing quest in Baldur's Gate: Siege of Dragonspear.
