Fflar's Scabbard is a component that Cespenar can use to upgrade Foebane. A contribution to his Butler pension fund of 5,000 
is all it takes.

It is found in a locked chest (Open 70) on the second level of the Saradush prison. The chest can be found in one of the north-west rooms (410.901).
