Dreon's Signet Ring is the ring of Commander Dreon, who can be found in Chapter Ten at the Dragonspear Castle Exterior. If Gorion's Ward or another party member is wearing the Crusader Uniform and they speak with Dreon, you can tell him that you have documents that need his signature. He will give you his ring, which is needed for the On The Fence quest.
