This area becomes available when Rasaad yn Bashir is in the party and the party is ambushed by Sharrans. Looting a note that is dropped will mark the area on your World Map.

The dwarven Deepstone clan has had its mines and fort taken over by Alorgoth and his Sharran followers. Upon entering the map, a dwarf named Lemp Coldhearth will ask you what your business here is. If you indicate to him that you are an enemy of the Sharrans, he will take you to a camp to speak with Meems Dugdeep, who asks you to free some of her fellow dwarves from their Sharran captors in the northeast part of the map.
The group of dwarves Meems is talking about are the responsibility of Sharran Overseer Razvan (2537.801). He is flanked by three other Sharran Overseers, two Sharran Mercenaries and a Sharran Priest. Clearly, the Sharran organization believes in oversight.
You can storm the gate (1036.1114) guarded by Tallus and another Sharran Overseer, but no additional middle management. Six Gate Guards make up the work force of this outfit.
However, there's an unguarded side entrance (580.1774).
