De'Tranion is a brewer who can be found in the Blushing Mermaid once The Sea Charts side quest has been undertaken. He brews a "vile swill" known as De'Tranion's Baalor Ale which is favored by Captain Tollar Kieres. The good captain will request that Gorion's Ward obtain a jug of the liquor before he departs on his next voyage.

However, the good captain doesn't reveal that he has an unpaid tab of 900 
at De'Tranion's brewery.

Paying the tab will get you the bottle of screech, which will get you the sea charts, which will allow you to undertake the voyage to the Isle of Balduran.
