Dawn Priest Blane is one of two dawn priests in the Vestibule located next to the Song of the Morning Temple in the Temple area. Blane is very proud of the clean floor in his vestibule.

You can kill both Blane and Bram (they will both attack you if either one is attacked) without it affecting your reputation negatively, netting a good amount of experience for an easy fight.
