The Cult Wizard is a member of the an unnamed cult that worship's Aec'Letec. There is one with the second group of cultist waiting inside Shandalar's Home. He will engage in brief dialogue and then cast Mirror Image upon himself for the ensuing battle.

The Cult Enforcer that speaks with you when you first arrive back in Ulgoth's Beard looks like the cult wizard in appearance and not like the two hasted and helmeted enforcer's that you fight.
