Chloe is a little girl that approaches you near the Thunderhammer Smithy in Beregost, during Chapter Three, with the information that Officer Vai is to be met in Jovial Juggler. She'll be there even if you've already spoken with Vai.
She will leave and disappear after conversation with her is finished, giving you a Journal entry in the quest section titled Officer Vai.
Note: Don't go to the Jovial Juggler unless your reputation is higher than 5 or Vai will be hostile, rendering the subsequent rewards unobtainable.

- 1-Slow down, breathless child! Who is tossing money about in hopes of finding me?
- Her name's Officer Vai and she's with the Flaming Fist. And you needn't worry, she's real nice!
- 2-How do you know my name, child?
- Why, everyone here is talking about you. You're the ones who saved the Nashkel mines! My momma says that even though we don't like those folks from Amn, there's no reason anyone should have to suffer so...
- 3-The Jovial Juggler. Where is that?
- The Jovial Juggler Inn and Festhall! It's in the southeast part of town. Just look for a sign out front with a jester on it...
- 4-Thank you, child. You have earned your gold piece. I will go to the Jovial Juggler and meet with your benefactor as soon as I am able.
- Good! You folks are real nice. Momma says the Sword Coast needs some real heroes, these days... Tymora be with you, okay?
If you've already spoken with Officer Vai
- 5-Take a moment, child. I think I know who you are talking about. Do you mean Officer Vai? We have already spoken with her.
- Yeah. She is really nice, isn't she? Well, I better go before Momma starts to worry. Tymora be with you, okay?
