Captain Samand is first encountered when the party pays an initial visit to the Militia Headquarters during Chapter Eight.
Gameplay[]
When the party first sees the captain inside the HQ building, he'll immediately begin a series of dialogue exchange between Mirnielle Santele, Kiser Jhaeri, and Mateo. eventually a cutscene takes place where Mateo is led away into the adjacent Saradush Castle Jail, and several of the room's occupants leave the facility.
The captain remains in the HQ with one his militia guards - and the party may initiate dialogue with him if desired - this will be required if the party wishes further information and is curious about the background of the accused militia soldier Mateo. After the dialogue, the officer will leave the HQ to attend to siege defense duties.

If the party attacks Captain Samand after the introductory dialogue (instead of initiating and engaging in dialogue) he'll turn hostile and fight back, as well as the militia guard - if killed the party will be penalized with a hefty Reputation penalty - as he is assigned a "Flaming Fist" class.
Killing the captain also means he won't be able to open the secret door to the jail, and that will shutter any further progress in the Betrayal at the Gates quest.

The Sword Coast Stratagems mod makes a few revisions to Captain Samand, a new default warrior AI script is furnished for smarter tactical behavior in battle, including potion use.
Samand gains 4-points in short sword weapon proficiency, and 2-points in sword and shield fighting style, also, two random potions are furnished for healing wounds or to buff at the start of combat, such as a Potion of Magic Blocking.
