Bolt of Lightning is crossbow bolt that is charged with electrical magic which will be released when it hits a target.
The bolt itself does a basic 1d8 missile damage. Additionally, the bolt's magic adds another 4d4 electricity damage that is reduced by half if the target makes a save vs. breath for half and does not bypass MR.
Starting in Baldur's Gate II: Enhanced Edition, for all intents and purposes, they behave like +1 weapons, adding both a bonus to both hit and damage.
