This Black Market Thief is one of two in the game (the other is in the Athkatla Docks). He is a halfling, tucked away on the roof of the Copper Coronet, and therefore, easy to miss. You'll have to "get past" a few hostile muggers to get to him the first time. Contrary to what his name suggests, he is not a fence, but happy to sell you his own skillfully obtained wares.
He's available in the evenings and through the night from 19:30 till 05:30.
