Black Lily is a thieves' guild merchant in the city of Baldur's Gate. She operates out of the far right house, which is part of the multitude of houses located just north of Sorcerous Sundries in East Baldur's Gate, that represent the thieves' guild headquarters in the city.
From the inside she can be found in a small store room located right off the main room near the stairs to the basement. However — she's the single most expensive store in the game, so you may want to stock up elsewhere.

If you use charm magic on her and succeed, speak to her and she will say the following:

The mod Expanded Thief Stronghold adds a quest in the Thieves' Guild Stronghold of Shadows of Amn in which Black Lily and Narlen Darkwalk appear in Athkatla. After the quest is solved, Black Lily provides her services at the thieves guild.
