Bheren is a male elf who is found in his house in North Baldur's Gate. He is Petrine's uncle in the Petrine's Cat side quest.
He will voice his displeasure about that "damnable cat!" and, depending upon your reputation, either lament that his niece didn't take her cat with her when she ran away or ask you to kill it. If your reputation is less than or equal to 7 he'll give you a Cloak of Protection +1. If it is 8 or higher, then he will be shocked if anyone actually kills the cat.
It is also possible to pick pocket the cloak from Bheren.

Damnable cat! I figured Petrine would take the beast with her, but life isn't that kind, is it? (reputation ≥ 15)
Damnable cat! I'll give you the cloak off my back if you can kill the pesky thing. (reputation ≤ 14)
If you decide to commit the dastardly deed:
I'm not usually a man who honors his words too much, but you wouldn't believe how glad I am to be rid of that crazy cat! Here, take my cloak and good riddance. (reputation ≤ 7)
This results in 400 XP and the cloak.
You didn't think I was serious, did you? Cripes, you go find my niece Petrine and tell her you killed her stinking cat, 'cause I'm sure not going to! (reputation ≥ 8)
This path leads to 400 XP, a loss of 1 to your reputation and no cloak.
Both of these actions also result in the following entry in the quest section of your Journal titled Petrine's Cat
