Bellamy is a halfling bard who can be found on the ground floor of the Three Old Kegs, an inn that's located in North Baldur's Gate.
Depending on the party's reputation, he will warn them about Phandalyn – a paladin who will attack any party with at least one evil aligned member – or simply greet them by saying "Good day to ya"[1] and then walk away.
If the warning was given then the following Journal entry will be made:

- Bellamy, a decidedly mysterious halfling bard, has warned me to steer clear of a paladin lurking behind one of the dockside taverns here in Baldur's Gate. His name is Phandalyn, and, from the sound of it, my reputation has preceded me.

- The threshold for this warning depends on game edition: in the original Baldur's Gate, a reputation of fifteen or less is required for the warning, while in the Enhanced Edition a reputation of ten or less is required.[2][3]
