Beggars are found in Nashkel and in the lower sections of the city of Baldur's Gate. All of the beggars inside the city have the same dialogue and they provide no useful information. The beggar who is found in Nashkel will tell you that he was a merchant that lost his shops due to the iron crisis, which adds an appropriate entry to your journal. While it is possible to give the beggars in the city a gold coin, the beggar in Nashkel just begs, with no possibility of actually tossing him a gold coin, since there is no ability to offer a reply to his dialogue. Killing a beggar results in reputation loss.
