It is wielded by Bartleby who can be triggered to appear in in Delenda's Room on the 3rd floor of the Three Old Kegs in Chapter Seven.
When visited, Delenda seems to be annoyed and will keep asking Gorion's Ward to leave her room. If that does not happen, she will summon her bodyguard Bartleby. In order to get Bartleby to fight, he must not be intimidated too directly first, but assured that it was just misunderstanding and are leaving. When spoken again, Bartleby will then turn hostile and he can be killed to get his blade.
Warning: Be careful when using Wand of Frost or similar since shattering him while frozen will destroys all his items & clothing.
