Athkatla, also known as the "City of Coin", is the capital city of the nation of Amn, on the continent of Faerûn, ruled by the Council of Six.
Athkatla is a city where almost anything is legal, though the Cowled Wizards impose strict laws that limit and/or prohibit the use of arcane magic, going so far as to require arcane magic-users to purchase licenses to cast spells within Athkatla. Anyone who breaks this law is sent to Spellhold, a special asylum for spellcasters (insane or otherwise) or individuals driven mad by magic-related afflictions; otherwise, they are killed on the spot if they resist.
