Alexander Ralisar a male human character can be found on the streets of Saradush during Baldur's Gate II Chapter 8 - he' s located due west of The Tankard Tree.

Gameplay[]
Initiate dialogue with this fellow if desired.
He suspects that the Ward might be a bhaalspawn, and he'll readily acknowledge that he's one himself.
Some questions can be asked of how he got here, and what he knows about the current state of affairs in the city, and even if he might know of a way to get into Gromnir's castle.
He may mention another bhaalspawn that can teleport (referring to Viekang in The Tankard Tree).
There is some dialogue if Jan Jansen is a party member.
In the end, Alexander seems resigned to his fate, and thinks the Ward will share it too, as the city is bound to fall at some point to the besieging forces.
If spoken too after Gromnir Il-Khan is dead, some of the dialogue replies from Alexander will reflect that fact.
